What is the Break Free From Plastic Pollution Act?

Originally introduced in 2019, the Break Free From Plastic Pollution Act (BFFPPA) was reintroduced by Sen. Jeff Merkley and Rep. Alan Lowenthal in March of 2021. BFFPPA is the most comprehensive plastic pollution legislation ever introduced in Congress, and is set to significantly curb plastic pollution making our streams, oceans, and communities cleaner. If passed, this bill would:

  • Phase out several single use plastic products, such as plastic utensils

  • Hold producers of plastic products financially responsible for recycling them

  • Set limits on the amount of plastic waste that can be exported to other countries

  • Establish a national beverage container refund program

  • Place a temporary moratorium on the construction of new plastic facilities
